According to the public administration policy regulated by the cabinet that adheres to the democratic form of government with the King as Head of State, corresponding to Section 5, Duties of the State, and Section 6, Directive Principles of State Policy, according to the constitution of The Kingdom of Thailand 2017 and the National Strategy 2018-2037, the cabinet delivered the government’s policy statement on September 12, 2024. The government’s policy regarding to education emphasizes human resource development, which is the foundation of the country’s progress, via the promotion of the development of Thai people of all ages with full effort.  The government shall promote equity in quality birth and growth. Everyone shall be able to access standard nurseries. As they grow, they will receive an education that emphasizes  the development of scientific, technological, and analytic thinking skills, while also fostering potential in arts, culture, and sports.  Additionally, a flexible education system covering formal, informal, and non-formal education as well as lifelong learning, will be developed, supported by  the integration of modern technology. This will respond to the potential of learners, minimize   the burden and inequality of quality education access, promote second language learning  using artificial intelligence (AI) technology, underline the teaching of basic skills to earn a living (Learn to Earn), encourage collaborations between the state, local administrative organizations, and the private sector to education management of all levels, assist children and youths who are not involved in the educational system, and advocate for vocational and higher education reform to correspond to the labor demands in the future and anticipate the need for lifelong learning. Later, on September 16, 2024, the meeting delivered the Minister of Education policy to the government agencies and organizations under the Ministry of Education.

To efficiently and effectively facilitate the development of the education policy toward the practices for the highest benefit of learners and public, by virtue of the provisions of Section 8 and 12 of the Ministry of Education Administration Act 2003. The educational policy of Minister of Education for the fiscal year 2025-2026 was announced by striving to effectively continue the policy “Happy Learning” and determining to continue and accomplish the learners under the principle of “Education for Excellence and Education for Stability Life”. The working principle of “Join hands and walk together” is implemented to create education equity via the networks for continuing development and to expand education quality development and modernization to meet the international standards under the concept of “Education Revolution for Solutions to the Country’s Problems,” so that the Thai people shall become “Smart Learning, Smart Thinking, and Smart Doing” with the potential to steer the country’s development to be “Secure, Prosperous, and Sustainable.” This will serve as the guidelines for the government agencies and organizations under the Ministry of Education to implement the policies as follows.

1. Minimize the burden of teachers and educational personnel.

1.1 Upgrade and extend the method of teachers and educational personnel rank classification, reduce the process, and prioritize the achievements of learners.

1.2 Relocate the teachers and educational personnel to their hometown with justice and transparency, and without corruption.

1.3 Develop and implement the teachers and educational personnel solutions to debt issues systematically and substantially.

1.4 Supply sufficient tools, equipment, and welfare appropriately to promote the effective teaching and learning and enhance the learner’s potential with quality.

1.5 Take concrete and continuous actions to cancel duty shifts, focusing on the life and safety of teachers and educational personnel are more important than property, ensuring teachers and educational personnel have quality time for teaching management.

1.6 Provide janitor to lessen the burden of teachers and educational personnel and increase security.

1.7 Reduce unnecessary or duplicate workloads.

1.8 Resolve the teachers and educational personnel shortage issue.

2. Minimize the burden of learners and parents.

2.1 Promote enrollment in free education “Anywhere and Anytime” and employment by having a learner-centered system and learning system or platform with no charge for the education equity and to promote lifelong learning.

2.2 Provide assistance to children and youths, who are not involved in the educational system to enroll either in the formal, informal, and non-formal education system.

2.3 Arrange the quality school at least 1 quality school per 1 district.

2.4 Upgrade the educational and life goal guidance system substantially and encourage creative and rational analytical thinking.

2.5 Develop the flexible educational system that responds to the learner’s potential by having the measurement system to certify the professional standards (Skill Certificate), the supplemental learning to receive the professional certifications, and the general education development test and educational assessment test via Credit Bank.

2.6 Enhance the basic life skills of learners to earn an income during education and have a job after graduation (Learn to Earn).

2.7 Provide food for learners to resolve the malnutrition issues.

2.8 Promote the safety for learners.

2.9 Give an opportunity to everyone to access quality education and training equally, from nursery education to lifelong learning, and develop scientific, technological, and analytical thinking as well as professional skills.

2.10 Adopt modern technologies and artificial intelligence (AI) into learning management, digital skills enhancement, and foreign language skills development.

2.11 Improve the happy learning.

As mentioned above, all government agencies and organizations under the Ministry of Education must implement the educational policy of the Ministry of Education of the fiscal year 2025-2026 as per the guidelines for educational management and the operations by creating the government action plan to correspond to the policy, and report to the Minister of Education for further consideration.

This is effective starting on September 16, 2024
